Xichen also known as Shao Hsin-che'n Han was a grand administrator of Nanyang. Just like Emperor Claudius, he had plenty of energy and ideas to change his community. One of his main goal was to create benefits such as enriching them. Creating a happy and equal workplace brought the society closer to success. He wanted to help people with their needs as well as finding a balance in life so that equality could be present. Before planning and building, he "inspected water and springs in the commendary" along with "crossing in and out of the fields, stopping and resting even at remote villages and cantons" (14). After exploring the area for a while, he started to "dug canals and ditches and built water gates and dikes in several tens of places in all to expand the irrigated land, which increased year by year to as much as [500,000 acres]" (14). All his construction was recognized and he was able to fully finish his work after a while. As a result, populations were able to get benefits from this and also had a surplus of stores.
Shao Hsin-che'n Han worked in farms so he knew what he was doing and talking about when it came to working in the fields. From his experience, he knew the advantages and disadvantages of farming. He explained to each individuals that farming provides a not just growing good food but also allowing them to be good contributors for the economy, increasing the welfare of animals and using the land in a productive way. "He personally encouraged farming" (14). People followed to his advices and gave it a try because they wanted success for their own business. Xichen cared about having a positive work environment and make people happy but it wasn't easy. Clear strategies and working methods needed to be put in place along with the final results. Previously, I mentioned that his recommendations could make people more happy which meant that they would be willing to work together for common good and potentially building a good relationship between both employees and employers.
After that Xichen finished his plan, he was proud of how far he has come. The water was able to pass through the land and arriving in places where it would be necessary. Although there was one last thing that had to be placed. He noticed that as the population grow, the use of water increases, causing problems in sharing it. Therefore, he "formulated regulations for the people concerning the equitable distribution of water" that "were inscribed on stones". (14) Sharing agreements between each other are based on notions of equality. Equality was one of his main goals he made sure he accomplished because he wanted to "prevent disputes over the distribution [of water]" (14). Thus, with all the creations he assembled he not only did it for himself, he mostly did it to help others improving in their own economy and benefiting the whole population.
As a conclusion, Shao Hsin-che'n Han was a not just a good leader, he was a great leader who helped contributing the society as a whole. He showed his capability and that making a positive change can help involve the community. Xichen's vision added value to the land and to the people which helped him built a reputation as a leader. His activities were done in a responsible manner and took his own idea only in his own hands. In addition, he demonstrated a strong engagement, involvement and volunteering. Placing boundaries ensured respectful, supportive and caring relations for the people around the area.
