Xinchen, full name also known as Shao Hsin-che'n (Xinchen) Han was a grand administrator of Nanyang. He also had great plans like Empiror Claudius and had plenty of energy. His goal was to create benefits such as enriching for the people. Throughout his life he encouraged farming and traveled the farmland and built water canals, several water gates and dikes to expand the irrigated land. Xichen also wrote couple regulations and rules on how the water will be distributed to the people. These rules were inscribed on stones to set up boundaries of the fields to prevent arguments over the distribution and share of the water.

The two short paragraphs that was read in class and finished at home talks about two different leaders completing their plans using their own ideas and thoughts. Emperor Claudius focuses more on taking in charge of everything and makes the whole place nicer with complex constructions while Xinchen decided to work on the water for the whole village he lived in. He cared about the population more than himself. Both leaders are two distinct individuals that were successful at that time because of their effort and hard work.
